US authorities detained 11 foreign cruise-ship crew members after boarding Volendam and Norwegian Breakaway in Boston during a multi-agency operation targeting suspected child sexual exploitation material.
US Customs and Border Protection said the action formed part of Operation Tidal Wave and was conducted with Homeland Security Investigations between 14 and 16 August 2026.
Important: The allegations described by CBP have not been tested in court. The agency said the 11 crew members were processed for immigration removal. Its announcement did not report criminal charges or convictions against them.
Authorities boarded two cruise ships
According to CBP, officers and HSI special agents boarded Holland America Line's Volendam and Norwegian Cruise Line's Norwegian Breakaway while the vessels were in Boston.
The federal operation involved examinations of crew living quarters and electronic devices. CBP alleged that the 11 people encountered were connected with receiving, possessing, distributing or viewing material involving the sexual exploitation of children.
The agency identified the group only by nationality, saying it comprised nine citizens of the Philippines, one citizen of Indonesia and one citizen of Nicaragua. Deck7 is not publishing individual names because no criminal case or conviction was announced in the federal release.
Crew processed for removal from the United States
CBP said the authorities consulted the US Attorney's Office before processing all 11 crew members for removal under section 212(a)(2)(A)(i)(I) of the Immigration and Nationality Act.
That provision forms part of US immigration law governing inadmissibility. An immigration removal process is separate from a criminal prosecution and must not be presented as proof that a person has committed or been convicted of a criminal offence.
The agency said the crew members were processed with assistance from the ships' agents and were scheduled to depart the United States. It did not disclose whether any separate criminal investigation remained open, how many people came from each ship or what positions they held aboard the vessels.
Cruise lines say they are cooperating
Volendam is operated by Holland America Line, while Norwegian Breakaway is operated by Norwegian Cruise Line.
CBS Boston reported that both companies said they were cooperating with the authorities. Holland America Line also told the broadcaster that it had immediately terminated the individuals involved.
No information released by CBP indicated that passengers were implicated in the Boston action. The federal statement concerned members of shipboard crews and alleged material examined during the operation.
Part of a wider 2026 operation
The Boston action was the latest phase of Operation Tidal Wave, an initiative focused on foreign cruise-ship crew members suspected of offences involving child sexual abuse or exploitation material.
CBP said earlier phases conducted in San Diego and Puerto Rico during 2026 resulted in action involving 41 crew members from nine ships. Those earlier cases should be treated separately from the 11 people detained in Boston.
Reporting by the Associated Press on the San Diego phase highlighted an important distinction: US immigration authorities can revoke visas and repatriate foreign crew members without first securing a criminal conviction. That process has also prompted questions from immigration advocates about evidence, transparency and opportunities to challenge government allegations.
In announcing the Boston phase, CBP said protecting children from exploitation was among its highest priorities and described cooperation between border officers and federal investigators as central to the operation.
What remains unconfirmed
The public information available at the time of publication does not establish which allegations relate to which vessel, whether the authorities intend to bring criminal charges or whether any of the 11 people will contest the immigration action.
